Like if you have your 3 missions, can you get them done quickly with out having to actually do them or buy those utilities???

No: but you can hack the iOS and use Cyndia the hacked iOS app store and all your apps will be hacked: ie infinite money, etc. in some apps

Yes, go to shop then find ultities scroll to the bottom then saw unlock mission buy to complete it instanly.
