Well, here are some of the ways you could make it easier:

go and get a firetruck from firestation. let 8 ball get inside, steal shotgun from police car and get at least 40 ammo. then takу 8 ball to the blue mark, but stop right before it. destroy the barrels with a sniper where 8 ball should hide and go to the blue mark .right after that put the firetruck on the way to the ship, kill two guard with a sniper. and voila! * ball should be stuck between the firetruck and the little bridge upstairs. you now got enough time to prepare and kill all the others on the ship!

also , u might use molotov cocktails to ease some stuff. once u put the firetruck , just throw molotov cocktail upstairs, they all should be dead afterwards. make sure u have got enough of the (to get them, simply go to the tunnel that connects the docks with 8 ball, there are 4 homeless , each of them holds 1 molotov cocktails, pick em up there)

the easiest , in my opinion, is just to pick uzi and kill everyone during the walk up to the ship. make sure u get armor from the atlantic quays , so that the cartels wont kill you.
