As you progress in your missions, there's a mission where Salvatore sends you to pick up a car but he plants a bomb in it to kill you. A Japanese girl, Asuka, sends you a message that it's a trap and to meet her at the harbor. From there you take a boat ride to the next island. I suggest doing the payphone/Diablo gang missions before moving on to the next islands.

You dont have to unlock it to go there. you can to the cheat where to go to the place where the waters are which is the tunnel place but right on top of the tunnel.you have to have a car and park on the very edge the car facing the street and back on edge.get out of the car. you would be in midair so go to the blue wall.jump over it. walk until you see stauton island in front.you then see a white sigh in your left. go to it and jump over it. voila! you see yourself falling. you are now in stauton island. this 100% works. im in it right now even thought i havent finished the missions. enjoy.

Go to the water tunnel u will need a car park on very edge with driver side door to water open the door and jump over the blue wall
