Ok if u can get right behind it u can shoot a lot and when ur back at the harbor if he gets out try to beat him out though but use the first gun u have out and shoot the stuff out of him :) works

You can also just follow the reporters boat and it will go to a dock, where the reporter will jump out you then jump out too and shoot him.

I just did this mission and passed. all you have to do is go to the nearest harbor where he is.then find the "speeder" boat(same boat that he has) stock him trying to be in front of him. when you reach back to the dock u were at, get out first.wait till he gets out of his boat then shoot him. mission passed! $10,000 reward.

I found it much easier to hit the boat with the machine gun when i switched to First person point of view camera angle, after failing a few times... hard to see on the iphone... you can try it.. got him first time after switching
