Without knowing which ones you have, it's kinda hard to point you in a direction... best advice i can give is to ride around in "dusk mode". its easier to see them at night. oh, keep looking up!

Devil's garden isn't in oregon. it's the mini game through the canyon in arizona where you have to shoot "x" number of targets and complete the race before time runs out.

If you're asking about arizona, the last 2 i had were on a rock in the open area north of proseridad and on the back of the barn at williamson's ranch. in oregon, all i can say is !walk! the roads. don't ride your horse or you might miss some. most of them are visible from, or right on the road since there arn't alot of open spaces, but there are some like the lake, so look around. also look around all 4 sides of all buildings. sorry if that doesn't help. it's the best i can do.
