There are two lakes in Oregon. Personally I have never seen anything spawn at the big lake, not to mention that is where the rowdy cowboys always bunch up and start shooting at you anyways (under the bridge).
The best place to find the beavers is at the water fall (called child's playground or something) near gutter mouth gulch. It doesn't matter what time of day, just sit outside the entrance and keep spinning around. It is primarily foxes and beavers that spawn there, about evenly.

I found beavers at each lakes (pond dongeon n lumberjack wood) n found 3 beavers easily at the road between the bear on map n the small bridge behind pond dongeon..
