First you have to get your sims to date then to partners, then there should be a goal that say propose marriage. Also your sims when you click on your partner, there should be a button that says " propose marriage. When you click that then a selection of rings will pop up. And pick out a ring, and the sim will propose and if they say yes, then they will kiss. After you are engaged click on your fiance and there will be a button that says get married. That should be it, (: hope it helped.

It's not the level, you just have to keep completing opportunities until it comes up. I think I was level 15 or so though.

Mine just keeps denying proposal though they both inspired & spend a lot of time together. Tied of wasting my lp's & starting to think its just a way to waste your lp's
