I cant build the school. please help.

I am fully updated and I don't have anything building and i have 2 preteens and a baby and it is my current goal. I looked next to the arena but I cant build that either. Those are the only things i don't have built currently and neither has a bubble. I dont have any Sims on the way. I would like to complete the task without using LP. Please help!

I have 12 sims 2 of which are preteens and 1 is a baby.

You dont need 10 sims to unlock it maybe your just low on money i have built that on 4 sims cause i prepare to my baby thats all maybe your low on cash?
