Catch a fish goal

My goal is to catch a fish i already have the park built but when i click on the lake icon and try clicking on the fishing rod or bucket it doesnt do anything ive been on this goal for about two weeks and cant figure it out can anyone help me..

Click on the dock. The character will go to the dock and you will be given options for time

Call a sim first using the simtracker then tap the dock / bucket / rod.. then tap the options
