I've been trying to find but to no avail. is there a certain place i should visit where there'll be chances of finding that girl ? or just wonder around aimlessly ?

You will encounter c ranked girls easily in the sushi bar, but you have to be higher in status (high d status) or else they will not want to talk to you. or you must spend stars on charming them. but it i would advise to do a bit more movies first for fame.
