I'm on level 15 and I'm a A lister but I've never had an option to go there and it's still locked... When will i be able to go there ?

It's not supposed to be locked... Maybe it's a glitch. So sorry!

Really? I have been able to go there and speak with Miguel for as long as The Coast has been unlocked. The first time you speak with Miguel he tells you to leave and not come back to his store until you are at least on B-list. Are you not on the B-list yet? If you are it must be a glitch, because there are a couple different tasks he asks you to do and I'm sure I did them before level 15.
