When do I unlock that area in the hills?
I'm on level 13 and I was just wondering when I unlock the area blocked by the black and yellow arm and what's inside it.

Not sure what area in the Hills that you're talking about. Once you unlock the Hills, everything is available to you.

Behind it it looks like a parking lot and there's a house available to the left and if go right you go to that street with the club venus. The yellow and black bar (the one that is in those parking structures). It has a little circle with the "locked" symbol on it. Is it possible to unlock? And if its not locked for u can u tell me what's inside?

I guess the place you're talking about is the film studio. You'll only get there when your agent gives you jobs suitable for that place.
