I am a level 7 and just got the quest to date a contact to casual but what if i am already dating someone. do i need to break up with this person?

No, all you need to do is to date that person one more time, after you finish your date, the goal will be completed

If you haven't already broken up with you (which the NPC's tend to do if you haven't dated them in a while) just go to a place e.g. The Sushi Place or Club Coco and there will be a symbol in there like a plus. Just click that and then choose the person that you want to date!
