The Springfield sign and XP points.. HELP?

If the Springfield sign gives you 4.50 additional points and XP, does that also include the conform-0-meter points or are they combined to double it? For example, I have 4.5 in conform points and if I buy the Springfield sign, will that give me 9 total XP points.?? Please help? Thank you everybody.
