Locked out of quests
I'm at level 23 and I'm still locked out of quests for levels 15, 16, 17, 18, 19, 20, 21, why?

I think you tripped somewhere. If you've missed a quest on some level you'll keep getting quests until you're done with all the quests

Same here they are working in a update to get you back o your quests

My guess would be that you have put off a quest somewhere along the way and you need to do that quest before getting the ones you seem to be locked out of.
