Cant do Nuclear Plant quest
I'm on level 13 and i still can't build the Nuclear Plant. When i was on level 11 it completely skipped the quests for me to get the cooling towers and reactor core. The only quest popped up for the control building but of course i can't build that till i build the first 2parts. They are showing they are locked. I finished all my previous quests. Any reason to why this is happening ?
