Signs under the ships

When ever I choose a ship for battle I see sign of swords and shields with a number beside it. Does that number measure the ships capability in attack???

Yes it does, and that lets you know when you are fighting pirates what capability you have to defeat them even if you ship has been fully upgraded it may not hae that many shields and armor
