You have to purchase Mugglesworth's Mansion for 89 rubies in the pop up menu on the bottom right corner of the screen.

Click on the quest and it takes you straight to it. Mr. Moguls worthy mansion. Beware, this quest line costs rubies.

This house nets very little cash. I'm not going to buy it unless gam forces me to. Check out what each house costs and how much it will pay out be4 you choose it.

Yep I agree with suz, don't buy unless you have to - very expensive with very little return. Ruby's are rare so use them sparingly.

There is an area that doesn't unlock until you go through Mr. Mugalworth's quest part 2 so it hope that the Mermaid quests to get more rubies without buying them.

Talk to the the mermaid a lot of times until you get the undersea city and do it a bunch of times.
