Yes but I need 3 more pirates to pop up. He poped up just like the other pirates randomly pop up to be bribed or fought.

All u need to do is move your ships to a different area same way you would move a building once all your ships are moved turn the game off and back on and the will be there

U move ur ships just like a house. Then close out for a min or two, it'll be there

Ok, move your ships, then exit from the game and come back: he will appear. To move ships use the command to move buildings ( tap the button with the hammer, the same for build, then "more", then "move")!
