Can't find specific pirates
Where do the following pirates appear?
Silence Scourge (Sound of Silence quest)
Black John (The Black Plague quest)
Serpent (Slay the Serpent quest)

They just seem to appear later on. I had them talking about Terrible Thomas for ages before he appeared.

Does it have to do with where you have cleared certain land? I've noticed that clearing certain areas causes a new pirate to appear. And the pirates always appear in the same place.

I'm on level 50 and I still have the black plague quest but the pirate has never shown up. I wonder if the game developers forgot to put it in the game?

I have Black John showing up on my game, but no quest. Still looking for the serpent to complete Slay the Serpent and haven't heard of Sound of Silence or Silence Scourge.
