I should built a Suit Tailor, but this merchant is not available in the merchant table. Is there a bug in this quest? The time is running, and I can do nothing. Any idea what i can do?

I quit that challenge when it came to buying the suit tailor. I wasn't going to spend the rubies on it but it did show up.
