Do i need to expand whole island

Is it necessary to expand all of the island or can i leave parts undeveloped ?

I have left parts undeveloped as I move on to other islands. I then go back to uncover some areas on the previous islands. I have some "hidden" land though - some right in the middle of my game - I have wondered where this is due to me not fully exploring each island. Not sure.
