Unlock Land - where can I find this quest?

I am following a quest given by the explorer where he has given me a piece of the map and his qeust wants me to go to that island. But I have no way to get to that island. There is some foggy area that tells me to complete quest "UNLOCK LAND" to open the area. Where can I find this quest? If I open this area will I be able to get to the island that the explorer quest is sending me to?
