Can't expand towards the castle

Usually when I expand an area I can then expand of that again once that expansion is complete but for some reason I'm not able to expand any further towards the castle

If there is a fog around the castle you should first solve a certain quest to let the fog disapear and than you can expand

If you're on the save the princess quest, I hit the same thing because I didn't build a stone quarry merchant yet.
