Adding Agents to Interrogation Room

I have purchased the interrogation room for 10 Pulse Points but cant seem to recruit any agents. It says room is at maximum but shows base capacity at 6/8. How do I get additional agents?

That's weird. What if you click on a regular locker room? Or if you build a new locker room (they're not that expensive anyway)? Sorry if my suggestions aren't any help. It might be a bug/glitch.
