How do I perform 15 help actions?

How do I perform 15 help actions? I have gone into agent J's and a GL friends and clicked on their properties, but that hasn't seemed to do anything. The action goes back and forth between 0/5 and 1/5, but states I need to do 15 help actions. Is this a glitch in the game?

I've done exactly the same thing, my GL constantly has connection errors so I think this is a glitch on their behalf.
