Lockers for the 7th agent

I am on level 27 and on the Earth's defeat quest where you need 7 agents. I have 6 agents and there are no more lockers available, how do I get the 7th locker for the 7th agent?

Hi.. I jz buy 1 locker using the T-pulse.. Of course a bit expensive but worth it to complete the mission
