How do you get your partner shot up enough to use Revgloves 2.0 to be able to revive him again and complete the mission?

Do a mission or visit any place and look for "blue/red gun" above someone's head ,enter the battle and call up partner and sooner or later he'll take damage enough to kill him. Preferably don't use any jacket or belt as they provide immunity /absorb and he won't take damage. Basically its time/luck as to when you will use the gloves

Or you could call your partner, die yourself and then use the gloves to revive yourself. Well,.technically HE revives you but still. Worked for me!
