Level 24 Stone processing mill?

I'm level 24 and all the missions I'm left with need stone, i can't upgrade my main building any more because it requires cottages which require stone also, every time I click on the stone mill it says hammers quest isn't available to me? I've already played this game on a iPad and deleted my game to start up on my iPhone, I didn't have any problems managing to get the stone mill before please help!!

Tanga ka ba! check all your previous building if all is fully upgraded..thats all
