Can i delete a city in another world?

No. Kabam will delete cities from time to time (6 months to a year) if they are inactive.

If you don't want people farming you and taking your resources after you stopped playing the game abandon all wilds and set your tax rate to 100% this will drive all people out of the city and each time someone attacks no one will be home and they get left with nothing.
