Controlling a wild/plain req for second city.

I have a problem where I have acquired 100 crests needed for second city. I have meant that requirement as well as being at level 7 or higher. Conrol a wild plain is x'ed out. I have attacked and beat 4 level1 plains, one level4 plain and one level 10 plain. Troops are immediately returned and no indication that I own the plain and x is still in red and unsatisfied. I have 2 other worlds where I have 2 cities and working on 3rd but for some reason in PERCEVAL7 I am not able to control a plain and there are no warnings as to why it is not working. Is this a bug? Fact that I have 2 cities in other worlds proves I know what I'm doing. I have lost close to 100k in troops trying to secure my second city and I'm pissed that there are no clues as to why it is not working.

Go to ur castle and c if ur limited out on ur conquest. If so u have to drop one in order to keep ur plain.
