At first I was stuck on this level, and then I finally got 3 stars!
Here is what I used:

Hair: Black bun with bangs( the one she came with)
Eye color: Blue and green( last one in closet)
Makeup: Pink/ purple eyeshadow and purple blush
Top: Black tank top with a white outline and buttons, Black blazer with 3/4 length sleeves( signature item)
Bottom: Black pinstripe bell bottom pants, Blue fishnet swimsuit bottoms, Pink and black plaid knee socks
Shoes: Black stilettos( signature item)
Jewelry: Chunky silver and gold bracelet, Pearl ankle bracelet, Short lace gloves, Red hoop earrings, Swirly silver and gold bracelet, Pearl flower necklace, White lace fan( 3 star item), Bat wings( signature item), Lace mask( signature item) Large pink lace bow, Gold and black clutch( 3 star item) optional

This combination ends up a little weird looking but it works! I also don't think it cost any dollar bills. I hope this helps:)
