How do I make a vs T.D.M without having the create mode after i click ok puting me in the game map I choosed & having no Teamates & no enemies to kill?

Just wait a little while and enemies while join your game. Some advice is to find a good hiding place while waiting for them to join your game that way you can quickly kill them.
