A dolphin boat is very cool but I will advise you that they are destroyed very easily. I don't know how to make one apart that it will go up and down in the water.. Meanwhile it's best to equip torpedoes

Get a skeleton and put 2 angle boilers on it, make sure it is well balanced. Then put a few rapid firing guns on it. You need to test it quite a few times and it could go up to 100 and something knots.

With the new update it's barley impossible to make a med-speed sub it goes about 1-3 knots and it doesn't sink that well

No it's not impossible, just put boilers inside sub. 26 knot max speed on mine.. Dive indefinitely.
