Building a ship just below LVL VIP
From what I know, the more money you spend on your ship, the higher your ship's level. I want to build a ship that's just below VIP so how much money do you need to spend before you reach VIP

Actually, levels are based on the weapons loaded onto your beast. No matter the rest of the ship, two 36CM's will instantly get you LVL 8

I think it is a combination of money and weapons. Just build the ship you want and check whether it exceeds your target level. Now add/subtract accordingly. I usually leave like extra armor out and keep adding at the end. You can also use torpedo or light guns to balance your level. I like to play one level below VIP since you have more opponents.

Keep your ship's price lower than 1,200,000.

If your level is VIP make sure it's so strong like stealth Battleship. If your Battleship is level VIP make sure you can fight Aircraft Carrier Lv 2
