How do I get that truck with the spinning wheel to drive by?

Well I'm on level 34 and the truck just apperared out of nowhere and it comes to my farm every day. all the truck does is it let's u spin the wheel once and if u get the picture of the star then u get the jackpot of 9900 coins and each time the truck comes it raises up the amount. i love it but u only get one spin then u have to use your gems if u want to spin the wheels again.also I went to the newspaper this afternoon and there were like 5 other people that get it to
