Tommy came around at either level 13 or 14 on mine. Have to check on him every 2 hours as take his rest after each search. He's a life saver.

Tommy is an errand boy, he does a job then rests for 2 hours, so use him as much has you can, he can find saws, shovels, dynamite etc in bulk so you can clear lots of land, in one go, until you send him for some more items. It is also worth selling some of the work tools you send Tommy to get, as he finds them quite cheaply. I paid him 130 for 10 axes, used 7 of them, then sold 3 and made a profit, Tommy will pop up when you get to his level. Also when you scan the newspaper, click on each farm, (time consuming but useful) they dont just have eggs or bacon for sale! but you may find some other useful goods in their stall or get to see some good farms that you can "follow". Also scan round their farms, some have chests, at random, that you can unlock with a diamond for a useful building item. Also if they have a ship, you can load your own goods onto their ship for money, just click the box on the docks if you have the goods available and your name goes on the box.

Unfortunately Tommy isn't free forever. After a certain amount of time ( or errands? ), Tommy needs to be paid, and not cheaply -- at least 15 diamonds per day!
