Tdkr gadgets greyed out after unlocking pls help

Hi half way through the game unlocked gadgets can buy ammo, but can use them they appear greyed out. I have done all achievements and collected as far as I can with the collectables. Can't help but feel this is a bug!! If not can anyone tell me what they did or when they were able to use the gadgets.

Just found that I had access to these gadgets but only for a short time, while playing level 3/2. I gotta say it looks like a bug. Any further advice pls?
