How many times can i upgrade my harbors?

I want to know how many times i can upgrade my harbor? i have updated to an hourly rate, from 15min to 30min to 60min, and now the next upgrade requires spending Cash rather than coins and i don't use my cash so i'm wondering if this will change or if my upgrades are just no longer going to happen in my case.

My meat harbour is up to 6 hours now.. Crops harbour is currently at 3 hours
