You can only change rotation every 5 days (scheduled game days, not real calendar days). Inside the game, go to League Mode where it shows the 6 buttons in the league mode menu (Today's game, League schedule, etc.). If you can't change the rotation, it will show the current game date above the buttons and the date you can change the rotation below the buttons (these dates are within the game, not the current real date). If you can change rotation, a moving banner will appear below the buttons announcing you can change the rotation. Game days are advanced by either playing a game or selecting auto play to play league games if your team doesn't have a scheduled game.
Another way to tell when you can change rotation is to show your card deck and press auto. If a popup comes up asking whether you want to select the strongest players, then you can change rotation. If a popup comes up saying the auto function is disabled, you are in the middle of a rotation and it can't be changed. Be sure you don't answer yes to the popup asking you to change players as this will swap out players currently in the lineup for players the game thinks are stronger from your pitcher and batter rooms. This can be especially troublesome if you use set deck effects as it can swap out players on your team replacing them with ones not from your team thus disabling the set deck effect (set deck effects double the boost from cheerleaders and apply only if the cheerleader and everyone on your team is from that team when the entire game roster was updated).
