Never mind, I found one in the East Sea. It wasn't big enough to complete the quest though...

It is in the East Sea, but progress to Semi-Pro and upgrade the rod and reel. Best to get a Semi-pro Hat also, and you'll then be able to catch the Yellowtail Amberjack over 22in easily.
