How often does that flying visitor come to my street?

I noticed he accelerate the process of cafting stuff my workshop but i havent seen him lately. Do you know when does he passes by?

I noticed he would appear more often as you spend more time playing the game. The first appearance usually would be around 30 mins or so after i start get in the game.
