U have to unlock the mountain. To do that you must complete a goal from billy I think it's a seven step goal from billy. There is one item the magic stone I think. U get the magic stone from pepin after giving him the black lotus that u craft for him

I don't think you have to do that, the first time I visited the mountain, I got a few rocks.
