Level 13 and not many quests

Hi, i'm in level 13 and now I don't have many quests anymore.. especially no more quests from Billy? Is that normal? It also doesn't say I still have to do a quest for Billy.. help please. Last quest I had from Billy was something with white dye?

Umm..... Well that happened to me so I just had to restock until i got to level 14 so then you get more quests hope that Helped :p
