No flower cart only flower market?

So I can only buy a flower market, can't find an option for a flower cart and I need it to complete a quest!

I have ever experienced it, too. It is only the flower cart hasn't available that time. So, you need to level up first or finish another quests. At the next level you will able to find it. Good luck.
