No fuel and Shoe for factory

Hi, Even though, I have canister in tools, Oil rig is not yet activated. Due to this, I cant make fuel @ refinery. Currently, I'm in level 18. Another problem is that I can't have factory created until I reach level 19. why so? Due to this, No exploration of watch tower. Pls help.

So i had the same problem but if you finish one of the missions you have (im not sure which one, i dont remember) it will unlock the factory for you to build (:
