Can't reach old pirate

I have collected all I need to give old pirate near scientist ship but it says he is out of reach even though I can get to sugar tree and rock either side of him. Also cannp piece forbaoui says it is a quest item but no new quests coming up

I reached the pirat by digging up that rock near the sugar trees.
