How to trigger quest that provides wind staff

I am at level 20. The treasure chest in front of the hermit's house is visible, but I cannot use it t0 start the quest that leads to the wind staff. I have removed everything possible form the Island. I have 2 other open quests, the pyramid and the big boat, don't know that this makes a difference.
