Pool Time Event

When I go to buy the two items in the Pool Time event I can buy the skirt but when i go to buy the spiked cupp bracelet it says it can't be worn until its downloaded. Why is this and how do I download it?

Unfortunately I don't know the answer. But why don't you buy a different item. Also did you try buy it with diamonds or cash? Hope this helped
