Can't unlock shark-e car

Well i got the electric engine and i still haven't unlocked the shark-e car please help i dont care if i have to restart the game i dont care just help me please!!!!

I have the same bloody problem. For some reason the electric motor upgrade isn't registering so anything requiring an electric motor or more will not work at all. Basically the engine upgrade function is messed up.
